Accréditation Sans Frontières and the Public Health Institute of Georgia are an alliance of two independent organisations with a common management, vision and mission. The alliance is committed to advancing healthcare standards globally, with a focus on emerging economies, fragile states and humanitarian settings.

As the ASF/PHIG alliance we are, jointly, an independent non-profit organisation that advocates for independent healthcare accreditation on a strong foundation of medical ethics. Our mission centres on ensuring patient safety, protecting the well-being of healthcare professionals and driving optimal performance in healthcare facilities.
The alliance was formed in January 2023. We operate as one organisation driven by a commitment to independent healthcare accreditation, patient safety, healthcare excellence, public health principles and health promotion.
Our vision
ASF/PHIG envisions a world where healthcare accreditation is not simply a seal of approval but an example of trust. We are dedicated to elevating healthcare standards in emerging economies, fragile states and humanitarian settings, in line with European healthcare standards.
Our aspiration is for every accredited or partner organisation to serve as a model of excellence across all aspects of patient care, fortified by transparency, accountability and continuous quality improvement. In essence, we want ASF/PHIG-accredited facilities to be:

Our voluntary accreditation model is scientifically supported, inspired by European healthcare standards and carried out by a carefully selected team of experienced national and international experts.

Leadership
The alliance is led by Prof. Giorgi Pkhakadze, MD, MPH, PhD, Chair of the Public Health Institute of Georgia, President of Accréditation Sans Frontières and a member of the UN Secretary-General’s Independent Accountability Panel (2016–2021).

Since 2026 PHIG is organised as a regional public health institute for the Caucasus, Central Asia, Eastern Europe and Türkiye: four thematic pillars, delivered through three platforms — knowledge, learning and public reach.

Academic platforms we lead
PHIG’s Chair is a former member of the UN Secretary-General’s Independent Accountability Panel (2016–21) and Secretary/Treasurer of the UEMS Section of Public Health. Through the Georgian Medical Journal, PHIG hosts academic platforms on both topics.
