The Georgian Institute of Labour Studies, PHIG's research programme on work, employment and occupational safety and health.

The Georgian Institute of Labour Studies (GILS) is PHIG’s research programme on work: employment and unemployment, wages and social protection, informality, migration, skills, labour law and social dialogue, and occupational safety and health — with the public health perspective that a labour institute inside a health institute can bring.

What GILS publishes

  • Daily news briefs (Georgia Wire and Global Wire) and a weekly in-depth analysis every Thursday, each fact-checked against its sources before release.
  • Labour Observatory — Georgia’s labour-market indicators from Geostat, updated each quarter; Quarterly Labour Market Reports from December 2026.
  • Occupational Safety & Health section — 26 pages, the Georgia OSH Barometer, the National OSH Profile, a free risk-assessment checklist for construction sites and health facilities, and the annual review The State of Safety and Health at Work in Georgia every 28 April.
  • Open data under CC BY 4.0 — workplace accidents 2018–2025, the Barometer indicators, the Evidence Register.
  • Georgian Dictionary of Public Health — the 47-term Occupational Health & Labour domain, contributed by GILS.

Why a labour institute inside PHIG

Work is a determinant of health. The WHO/ILO Joint Estimates attribute 1.9 million deaths a year to occupational risk factors, four-fifths of them non-communicable disease rather than injury (WHO and ILO, 2021). In Georgia, 33 workers died at work in 2024 and 257 were injured (ILOSTAT, reported by Georgia); occupational disease is not recorded at all. GILS brings the health-system side of that picture — surveillance, occupational health services, workers’ health in health policy — alongside the labour-standards side carried by the Labour Inspection Service.
