PHIG accepts funds and gifts only when they advance its mission and leave its science, editorial work and public health advice fully independent. Owner: Ethics and Compliance Officer (Irakli Pshinashvili).
Funding we accept, restrict or refuse

Due diligence
Before signing any income agreement over 5,000 GEL, the Ethics and Compliance Officer checks: identity and ownership, sanctions lists, adverse media, links to refused industries, and any condition that could compromise independence. The result is recorded; unresolved concerns go to the Chair.
Restricted gifts
Funds restricted to a purpose are recorded separately and spent only on that purpose. If the purpose cannot be met, PHIG asks the donor in writing before redirecting the funds.
In-kind gifts
Equipment, services and publications are accepted only if they are useful, legal and carry no hidden obligation. They are recorded at fair value in the asset or gift register.
Personal gifts to staff
- Staff may accept small courtesy items worth up to 50 GEL (pens, a meal during a meeting).
- Anything above 50 GEL, cash in any amount, or any gift from someone seeking a decision from PHIG, must be refused or handed to the Ethics and Compliance Officer and recorded in the gift register.
- Gifts to officials to influence a decision are bribery and are prohibited (Policy 5).
Donor privacy and recognition
PHIG publishes the names of its institutional funders and the amounts received each year. Individual donors may ask to remain anonymous to the public, but never to PHIG’s compliance checks.
