1. Purpose and scope
PHIG works with and through partners — universities, hospitals, laboratories, NGOs, ministries, WHO and UN agencies, ASF — and in international consortia. This policy sets how partnerships are formed and run as relationships between equals. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- Partners are selected on mission fit, integrity, capacity and complementarity, after due diligence (Gift Acceptance and Sanctions policies).
- Every partnership has a written agreement: purpose, roles, governance, budget and cost-sharing, intellectual property, data, publication and authorship, visibility, policies that apply (this framework or equivalent), dispute resolution, exit.
- In consortia, PHIG as coordinator distributes funds promptly, flows down obligations and supports partners; as a partner, it meets its obligations on time.
- Local and national partners in low- and middle-income settings are treated as equals: fair share of budget and overheads, co-design, capacity exchange in both directions, credit for their work.
- Partner performance and the relationship are reviewed annually; problems are raised early and openly.
