1. Purpose and scope

This code states the standards of personal and professional conduct expected of everyone who acts for PHIG. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.

2. Policy

  1. Act with honesty, integrity and impartiality; put the public interest and the interests of participants, learners and beneficiaries first.
  2. Comply with the law of every country in which PHIG works, with donor rules, and with every policy of this framework.
  3. Treat everyone with dignity and respect; no discrimination, harassment, abuse, exploitation or bullying, in person or online.
  4. Protect PHIG’s independence: no advertising, no sponsorship or benefit from parties the network assesses, accredits or reviews; nothing from the tobacco, nicotine or vaping industry; no outcome-linked money.
  5. Declare interests; refuse gifts and hospitality beyond negligible value; never use position or information for private gain.
  6. Use PHIG’s funds, assets, data and name only for PHIG’s purposes; keep accurate records; never falsify a document, time sheet or result.
  7. Protect confidential information and personal data; publish only what is sourced and true.
  8. No drugs or alcohol while performing duties; no weapons at PHIG activities.
  9. Speak for PHIG only when authorised; political neutrality in PHIG’s name.
  10. Report wrongdoing through the Whistleblowing Procedure; cooperate with investigations; never retaliate.

3. Procedures

  1. Everyone receives the code on engagement and signs an acknowledgement.
  2. Breaches are handled under the Human Resources, Anti-Fraud, Equal Opportunities, Safeguarding and PSEAH policies as applicable; sanctions range from warning to termination and referral to authorities.

Responsibilities

Board adopts; Director applies; every person signs and lives by it.

Review

Every two years and when donor rules change.
