PHIG Policy Framework v1.2 · Policy 13 · Adopted 1 September 2026 · References: EU Model Grant Agreement Art. 17 (Communication, dissemination and visibility); Regulation (EU) 2021/1060 Art. 47–50; EU emblem rules; the standard EU disclaimer

1. Purpose

To ensure that every action funded or co-funded by the European Union, or by another donor, acknowledges the funding correctly, communicates results to the right audiences, and never misrepresents the donor’s views.

2. Acknowledgement of EU funding

  1. Every communication, publication, website page, course, report, event and output related to an EU-funded action displays the EU emblem and the funding statement in the form the grant requires: “Funded by the European Union” or “Co-funded by the European Union”, with the programme name where specified.
  2. The emblem is used as supplied by the Commission, unaltered, at a size at least equal to other logos, and never to imply EU endorsement of PHIG as an organisation.
  3. Every output carries the standard disclaimer: “Views and opinions expressed are those of the author(s) only and do not necessarily reflect those of the European Union or [the granting authority]. Neither the European Union nor the granting authority can be held responsible for them.”
  4. The same rules apply to other donors according to their visibility guidelines.

3. Communication plan

Each funded action has a communication and dissemination plan: objectives, target groups (policy-makers, professionals, the public, media), key messages, channels (the network’s sites, GMJ News, social media, events), timeline, indicators (reach, downloads, citations, uptake), and open-access publication of results.

4. Dissemination and exploitation

Results are disseminated as soon as possible through open access (Open Science Policy); where results have policy or practical use, PHIG prepares policy briefs, trainings or tools so that they are taken up; intellectual property is handled per the grant agreement.

5. Accuracy and ethics

Communications are evidence-based and sourced; no exaggeration of results; participants’ privacy and dignity protected; images of children and people at risk used only under the Safeguarding Policy; political neutrality maintained.

6. Responsibilities

The project lead applies the rules; GMJ News supports dissemination; the Director approves public statements about EU-funded results.

7. Review

When donor rules change and at the start of each new grant.
