1. Purpose and scope
To maintain a safe, healthy and productive working environment free from the effects of alcohol and illegal drugs, and to meet the certification required by US federal awards. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- The unlawful manufacture, distribution, possession or use of a controlled substance, and being under the influence of alcohol or drugs while performing duties, at PHIG premises, events or in PHIG-funded activities, is prohibited.
- Moderate alcohol at social events after working hours may be permitted by the Director; never at activities involving beneficiaries, learners or children.
- Persons taking prescribed medication that may impair performance inform their supervisor confidentially.
- Any person convicted of a drug-related offence occurring in the workplace notifies the Director within five days; for US-funded actions PHIG notifies the agency within ten days as required.
- Support is offered for persons with substance-use problems; seeking help is not itself grounds for sanction.
3. Procedures
- Acknowledgement signed on engagement; awareness session for staff.
