1. Purpose and scope

PHIG owns no vehicles but its people travel by road, hire vehicles and drivers, and work in field settings. This policy sets minimum road-safety rules. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.

2. Policy

  1. Hired vehicles are roadworthy, insured, equipped with seat belts for every seat, and driven by licensed, rested drivers; seat belts are worn by everyone at all times.
  2. No driving under the influence of alcohol or drugs; no use of hand-held phones while driving; speed limits and local law respected; no night driving in high-risk areas without approval.
  3. Motorcycle and unlicensed taxi use for PHIG work is avoided; where unavoidable, helmets are worn.
  4. Journey planning for field travel: route, timing, check-ins, emergency contacts (Safety and Security Policy).
  5. Accidents are reported under the Incident Reporting Policy; medical attention first.
  6. If PHIG ever acquires vehicles, a fleet policy (maintenance log, driver authorisation, vehicle log, fuel control) will be adopted before use.

Every two years and when donor rules change.
