1. Purpose and scope
Persons with disabilities are among the most excluded from health, work and information. This policy commits PHIG to inclusion in its programmes, workplaces and digital platforms. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- Twin-track approach: disability mainstreamed in every programme (analysis, design, budget, indicators) and targeted action where needed; persons with disabilities and their organisations participate in design and evaluation.
- Data: disability disaggregation using the Washington Group short set where surveys are conducted; reported in MEAL.
- Accessibility of PHIG’s platforms: WCAG 2.1 AA target, plain language, alt text on images, captions on video, keyboard navigation, accessible documents; an accessibility statement on each site and a contact for barriers.
- Accessible events and training: venues, materials, interpretation (including Georgian Sign Language) and reasonable accommodation budgeted.
- Workplace: reasonable accommodation for staff, experts and volunteers with disabilities; recruitment free of barriers; no discrimination (Policy 07).
- Budget line for accessibility and accommodation in every project.
- The Georgian Institute of Labour Studies addresses disability and work; Sheni Labs addresses accessibility of product information.
3. Procedures
- Accessibility audit of sites annually; inclusion checklist in project design; accommodation requests logged and met.

Every two years and when donor rules change.
