1. Purpose and scope
To ensure that every programme is designed with its end in mind, that results last after funding ends, and that exit is handled responsibly towards beneficiaries, partners and donors. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- Every programme design states its sustainability strategy: what continues after funding (services, capacities, tools, data, policies), who owns it, how it will be financed, and when PHIG’s role ends.
- Exit is planned at least six months before closure with beneficiaries, partners and authorities: handover of assets, data, documentation and responsibilities; training completed; communities informed.
- Digital public goods created (databases, dictionaries, courses, alerts) are maintained by PHIG as part of its mission or transferred to a capable partner under open licence; no public good is simply switched off.
- Donor closure requirements are met: final reports, asset disposition, record retention, audit readiness (Policies 28, 31, 36).
- An end-of-programme review records what was sustained and what was not, and feeds future design.
