1. Purpose and scope
PHIG works in humanitarian and refugee settings with WHO, IOM and partners. This policy commits the institute to the humanitarian principles and the Core Humanitarian Standard as the framework for that work. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- Humanity: human suffering is addressed wherever found, with the dignity of the person first.
- Neutrality: PHIG takes no side in hostilities or in political, racial, religious or ideological controversies; its public-health advocacy is evidence-based and non-partisan.
- Impartiality: assistance and services are given on the basis of need alone, without discrimination, priority to the most urgent cases.
- Independence: humanitarian action is autonomous from political, economic, military or other objectives of any donor or government; PHIG declines funding that compromises this.
- PHIG commits to the nine CHS commitments — appropriate and relevant, effective and timely, strengthening local capacity and avoiding harm, participation and communication, complaints welcomed, coordinated and complementary, learning and improving, competent and well-managed staff, resources managed responsibly — and self-assesses against them annually.
- PHIG signs the Code of Conduct for the Red Cross and Red Crescent Movement and NGOs in Disaster Relief and applies the Sphere minimum standards where relevant.
- Coordination through clusters and national mechanisms; no duplication; information shared with the humanitarian community.
3. Procedures
- Annual CHS self-assessment reported to the Board; humanitarian briefing for deployed staff.
