1. Purpose and scope
To measure what PHIG’s programmes achieve, be accountable for results to donors and the public, and learn. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- Every programme and grant has a results framework: objectives, outputs, outcomes, indicators with baselines and targets, data sources and frequency, disaggregated by sex and other relevant characteristics.
- Monitoring data are collected as planned, quality-checked and stored; reports to donors draw on them.
- Evaluations: internal review at the end of every programme; independent evaluation for programmes above EUR 250,000 or where the donor requires, against relevance, coherence, effectiveness, efficiency, impact and sustainability.
- Findings and lessons are published (Open Science Policy) and acted on; a management response is recorded.
- Beneficiary and user feedback (Complaints Policy, surveys) feeds evaluation.
3. Procedures

Every two years and when donor rules change.
