1. Purpose and scope
To make PHIG’s governance, funding, spending, results and policies open to the public as a matter of routine, not on request. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- PHIG publishes: statutes, Board membership, this policy framework, the annual report, summary accounts (income by source type, spending by programme), donors above EUR 5,000 by band, commissioned-service clients where contracts allow, evaluation reports, the methods of every platform, and its international standing.
- Funded projects are published with donor, amount, period, objectives and results; PHIG will publish to the IATI standard once it receives development funding that expects it.
- Verdicts, assessments and alerts of the network are published with method, sources and date; what is not published (e.g., confidential commissioned work) is stated, with the reason.
- Information is withheld only to protect personal data, legitimate confidentiality of third parties, security, or legal privilege; requests for information are answered within 30 days.
- Corrections to published information are made openly.
3. Procedures
- Annual report by 30 June for the previous year; publication checklist.
Responsibilities
Director; Board approves the annual report.
Review
Every two years.
