1. Purpose and scope

To ensure that PHIG’s programmes, especially in migrant, refugee and workplace settings, do not increase the risk of gender-based violence, that survivors who come to PHIG’s attention are supported safely, and that PHIG contributes to prevention. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.

2. Policy

  1. GBV risk analysis is part of every programme design in community, migration or workplace settings; mitigation follows the IASC GBV Guidelines for the relevant sector (health, education, livelihoods).
  2. Survivor-centred principles: safety, confidentiality, respect, non-discrimination; the survivor’s wishes guide any action; no action without informed consent except where a child is at risk.
  3. Persons acting for PHIG are trained in safe identification and referral; PHIG maintains and shares referral pathways to health, psychosocial, legal and protection services; PHIG does not investigate GBV crimes itself.
  4. Data on GBV is collected only by trained persons under ethical and safety standards (WHO 2007 recommendations); never published in identifiable form.
  5. Workplace GBV and sexual harassment are addressed under the Equal Opportunities and PSEAH policies; perpetrators acting for PHIG are sanctioned.
  6. PHIG’s research, journal and news platforms report on GBV responsibly, avoiding victim-blaming and identification.

3. Procedures

  1. GBV risk checklist in programme design; referral pathway list per location; training record.
