1. Purpose and scope
To ensure that the people who benefit from PHIG’s programmes — training places, free assessments, scholarships, services in humanitarian settings — are selected fairly, transparently and on need, without favouritism or discrimination. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- Selection criteria are defined in writing before any programme opens, based on need, eligibility and the programme’s objectives, non-discriminatory, and published with the call or communicated to communities.
- Selection is made by at least two persons without conflict of interest, against the criteria, with records of applicants, decisions and reasons.
- Priority for the most vulnerable where resources are limited; measures to reach women, persons with disabilities, minorities and those without digital access.
- Applicants and communities are told the criteria, the result and how to complain; complaints handled under the Complaints Policy.
- No payment, favour or relationship influences selection; attempts are reported and investigated.
- Beneficiary data are protected under the Data Protection Policy and used only for the programme.
3. Procedures
