1. Purpose and scope

To extend PHIG’s standards to the organisations that supply it or do work on its behalf, and to control outsourcing of functions. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.

2. Policy

  1. Every supplier, subcontractor and service provider accepts PHIG’s Supplier Code of Conduct as a contract term: compliance with law; no forced or child labour, no trafficking; fair wages and working conditions; health and safety; non-discrimination; no bribery or facilitation payments; no conflict of interest with PHIG staff; environmental responsibility; data protection and confidentiality; cooperation with audits; no sanctions exposure; no tobacco-industry ownership or funding.
  2. Outsourcing of a function (hosting, accounting, legal, laboratory analysis, course production) is decided by the Director after assessing risk, cost and the supplier’s capacity; core governance, editorial and assessment decisions are never outsourced.
  3. Outsourced providers that process personal data are processors under the Data Protection Policy; those performing laboratory testing are ISO/IEC 17025-accredited where the test requires it.
  4. Performance and compliance are monitored; breaches lead to remediation or termination; serious breaches are reported to donors where relevant.

3. Procedures

  1. Supplier Code attached to contracts; supplier register with risk rating; annual review of key suppliers.

Every two years and when donor rules change.
