PHIG Policy Framework v1.2 · Policy 54 · Adopted 1 September 2026 · References: ASF Policy 39; Core Humanitarian Standard (CHS 2024) commitments 4–5; IASC AAP commitments; Sphere Handbook; ECHO and GAC accountability requirements
1. Purpose and scope
People affected by PHIG’s programmes — patients, migrants and refugees, workers, communities, learners — have the right to information, participation and redress. This policy sets PHIG’s commitments to them, beyond the Complaints Mechanism. Applies to the Board, the Director, staff, consultants, volunteers, experts, partners and suppliers of PHIG and all platforms of its network.
2. Policy
- Information: communities and participants are told who PHIG is, what it will do, what they can expect, how to give feedback and complain, and how their data will be used — in their language and in accessible formats.
- Participation: programmes are designed, monitored and evaluated with the participation of the people they concern, including women, young people, older people, persons with disabilities and minorities; feedback changes decisions and people are told how.
- Feedback and complaints: safe, confidential channels accessible to all groups (Complaints Policy); sensitive complaints routed to safeguarding and PSEAH channels; results of feedback reported back.
- Do no harm: risks to communities from PHIG’s presence, data or publications are assessed and mitigated (Conflict Sensitivity and Environmental and Social Safeguards policies).
- Staff and partners are trained in these commitments; indicators of accountability are part of every MEAL plan.
3. Procedures
- Community information sheet; feedback log; “you said, we did” reporting.
Responsibilities
Project leads; Director; MEAL function.
